I wouldn't be surprised that 50 years from now when some more docs become unclassified, you'll see our govt. also invested resources, time, and money in some pretty harebrained schemes as well.
You know the whole, train dolphins to detect torpedos thing that our Navy has developed over the years, probably came about because the U.S. government was researching whether dolphins were smart enough to be able to swim into a foreign city's sewer system, locate their prime minister/dictator and then plant a bomb in his toilet bowl as an assassination ploy.
