Pros:

Has good size and speed. Can get a nice release and shows smooth acceleration into his route. Has nice, strong hands and can make the catch in traffic. Shows good strength to fight for extra yards after the catch and some shiftiness as a runner. Shows ability as a blocker, able to get position against the cornerback. Shows some willingness to block downfield.

Cons:

Doesn't do a great job attacking the ball in the air. Doesn't always show great effort as a blocker, preferring to get in the way rather than finishing his blocks. Will whiff on blocks out in space. Needs to improve his route-running and doesn't get much separation from the corner. Has a tendency to tip his routes based off his release. Not as good at beating the jam as someone his size usually is.

Overall:

Toliver reminds me a lot of Michael Jenkins due to his size and speed, but also because he doesn't get great separation and may not be the most natural receiver. Although it's hard scouting Toliver because he is playing with an inexperienced and inconsistent quarterback (Jordan Jefferson). And if he had a better quarterback, he'd probably be a better, more impactful receiver. But I think he projects better as a complementary and No. 2 receiver than a potential No. 1 and go-to guy. He is capable after the catch, but don't think he's going to be great there on the next level.

What I Want to see in 2010:

The big thing with Toliver is probably more on the shoulders of Jefferson than himself. But if there is anything he can improve upon, it's his route-running and ability to separate from the defender. Would like to see him more aggressive when playing the ball in the air. But if he gets better quarterback play, his play will also improve. Should be expected to become the go-to playmaker now that LaFell is gone.

2011 Projection:

I don't see Toliver being a first round pick next year. He's more in line with a 2nd or 3rd round receiver because he's not a go-to receiver. But if he can put together a very productive year, and then showcase some good speed in at the Combine (like low 4.4s), then he could move up into the end of the first round. But considering LaFell was rated as a potential No. 1 entering his senior, and wound up being a 3rd rounder, and he's less explosive than LaFell means he could also go that late in the draft.
